In terms of musical style, video quality and mullet hair, the rap video is clearly from the early '90s. In fact, if you freeze-frame the part where he's flipping a calendar I think it says 1991 on it. This guy's not commenting on the Ying Yang Twins and Mike Jones; he's not even aware of Eminem. He's the middle-class response to Vanilla Ice. Check out the hook while his DJ revolves it!
